According to Conclusion No. 100 of UN Executive Committee; mass influx situations may have some or all of following characteristics: considerable numbers of people arriving over an international border, a rapid rate of arrival, inadequate absorption or response capacity in host States, particularly during the emergency, individual asylum procedures where they exist, which are unable to deal with the assessment of such large numbers. If the mass influx including such factors may become continuous, temporary protection is provided for them.
Temporary protection is a kind of protection which is developed for immediate solutions in the event of a mass influx. It is a practical and complementary solution which is implemented in the framework of non-refoulement of States without loss of time with individual status determination procedures, to persons arriving the borders.
