Duties of Directorate General of Management Services
a) Carrying out infrastructure works and transactions related to the collection, protection, storage, and use of personal data within the scope of the thirteenth section of the the Presidential Decree No. 4 and Law No. 6458,
b) Managing communication between the units of the Presidency , ensuring the registration, classification, and distribution of electronic documents, providing, creating, and developing software related to informatics and communication needs,
c) Determining the coordination and cooperation essentials related to the projects in the scope of information technologies,
ç) Carrying out or having carried out and implementing all kinds of study for internet-based information sharing, gathering information, publishing information and e-mail etc. for the central and provincial organizations of the Presidency,
d) Ensuring the security of the Presidency's data and information, creating and developing data security policies, and announcing them to the Presidency's personnel,
e) Establishing, operating, or having operated information systems related to the field of duty of the Presidency, performing maintenance and repair work or having them done, and carrying out such services with relevant units when necessary,
f) Carrying out studies and making proposals on the personnel policy and planning of the Presidency, the development of the human resources system, and the creation of performance criteria, conducting legislative work related to human resources,
g) Making the annual staffing plan of the Presidency and carrying out the works and transactions related to the acquisition of the required staff and positions for the labor force thought to be employed, performing reduction, distribution, cancellation, creation, modification, and visa processes for filled and vacant positions,
ğ) Carrying out personnel's appointment and relocation processes, conducting promotion, orientation, and rank advancement transactions, conducting annual, casual, illness, accompaniment leaves, as well as unpaid and abroad leave processes,
h) Organizing the personnel's personal files, carrying out the works and transactions related to resignation, transfer, retirement, military service, service debts, and social security,
ı) Carrying out the transactions related to personnel degree and rank advancements in a timely manner according to the provisions of the legislation, ensuring that the disciplinary and other punitive actions are concluded by monitoring, and ensuring the notification of penalties to the relevant parties.
i) Monitoring and coordinating the implementation of the Presidency's medium and long-term strategies and policies, which are formed within the framework of national development strategies and policies, annual programs, and the program determined by the President of the Republic,
j) Coordinating the preparation of the Presidency's strategic plan and performance program and carrying out the consolidation of its results,
k) Preparing the budget of the Presidency, including the budget estimates for the following two years, in accordance with the strategic plan and annual performance program, and monitoring and evaluating the conformity of the activities of the Presidency with these,
l) Keeping the budget records of the Presidency, gathering, evaluating data related to budget implementation results and preparing financial statistics with budget calculation formula,
m) Accruing the revenues of the Presidency in accordance with relevant legislation, carrying out the follow-up and collection procedures for its income and receivables,
n) Preparing Presidency's activity report based on the activity reports of units prepared by expense units,
o) Coordinating the preparation of Presidency's investment program, monitoring the implementation results,
ö) Carrying out and concluding the financial affairs and transactions of the Presidency that need to be followed up with other administrations,
p) Ensuring that necessary information is provided and consultations are given to the top manager and spending authorities regarding the implementation of other legislation related to financial laws,
r) Carrying out preliminary financial control activities of the Presidency, building the internal control system, carrying out studies on the matters of implementing and enhancing its standards; making necessary preparations to increase the effectiveness and efficiency of the top management's function towards internal audit,
s) Carrying out the operations and transactions related to the regularity and performance audits conducted by the Court of Accounts within the framework of relevant legislation, and to ensure the monitoring of the reports prepared as a result of these audits,
ş) Preparing responses to parliamentary questions submitted to the Grand National Assembly of Türkiye inaccordance with the opinions received from the units, on matters within Presidency's scope of duty,
t) Carrying out the works and transactions related to the preparation of expenditure proposals (current and investment) in accordance with the strategic plan-based analytical and performance-based budget system of the central and provincial organization of the Presidency,
u) Carrying out the renting and purchasing transactions within the framework of the provisions of Law No. 5018,
ü) Carrying out the establishing, purchasing, renting and furnishing and maintenance and repair services of removal centres, reception and accommodation centres and shelters for victims of human trafficking and other centres needed,
v) Responding to the applications made to the Presidency within the scope of Law No. 4982 and the applications made through CİMER, in line with the opinions received from the relevant units, and taking necessary measures to ensure that such applications are concluded in a timely and accurate manner,
y) Planning and implementing training activities related to the field of duty of the Presidency by taking into consideration the demands of other units, preparing and implementing in-service training plans and programs to be implemented for the central, provincial and overseas personnel of the Presidency,
z) Carrying out the internship procedures of associate, undergraduate and graduate students and students of vocational and technical secondary education institutions or graduates of any higher education institution who want to do internship in the Presidency within the legislation.
