Duties of Department of Strategy Development

a) Carrying out the duties assigned to the strategy development and financial services units by the Law No. 5018 and the Public Financial Management and Control Law No. 5436 dated 22/12/2005, as well as the 15th article of Law on the Amendment of Some Laws and Decree Laws and other legislation,

b) Carrying out the tasks of strategic planning and performance-based budgeting, preparation of activity reports through monitoring and evaluation and coordination among spending units,

c) Carrying out necessary studies to determine Presidency's medium and long-term strategies and policies, and to form its objectives, within the framework of national development strategies and policies, annual program, and government program,

ç) Developing performance and quality standards on the matters within the Presidency's field of duty,

d) Collecting, analyzing, and interpreting information and data related to the management, development of services, and performance of the Presidency,

e) Examining external factors that may affect the services, conducting in-house capacity research, analyzing the effectiveness and satisfaction level of the services, and conducting general research on the matters within the Presidency's field of duty,

f) Coordinating the preparation of strategic plan and performance program of the Presidency and carrying out the works of consolidating the results,

g) Preparing the Presidency's budget, including the budget estimates for the following two years, in accordance with the strategic plan and annual performance program, and monitoring and evaluating the conformity of the Presidency's activities to these, 

ğ) Keeping the budget records of the Presidency, gathering, evaluating data related to budget implementation results and preparing financial statistics with budget calculation formula,

h) Accruing the revenues of the Presidency in accordance with relevant legislation, carrying out the  follow-up and collection procedures for its income and receivables,

ı) Preparing Presidency's activity report based on the activity reports of units prepared by expense units,

i) Coordinating the preparation of condensed statements related to movables and immovables owned or used by the Presidency,

j) Coordinating the preparation of the Presidency's investment program, monitoring the results of its implementation,

k) Carrying out and concluding the financial affairs and transactions of the Presidency that need to be followed up with other administrations,

l) Ensuring that necessary information is provided and consultations are given to the top manager and spending authorities regarding the implementation of other legislation related to financial laws,

m) Carrying out preliminary financial control activities of the Presidency, building the internal control system, carrying out studies on the matters of implementing and enhancing its standards; making necessary preparations to increase the effectiveness and efficiency of the top management's function towards internal audit,

n) Carrying out the works and transactions related to legislation and protocol drafts prepared by the Presidency,

o) Responding to the legislation and protocol drafts sent to the Presidency from other institutions in line with the opinions received from other units,

ö) Monitoring, compiling, and  informing national and international legislation to the relevant units,

p) Determining administrative fines to be imposed according to the Article 102 of the Law No. 6458, and relevant other legislation, by increasing them at the revaluation rate determined by the Ministry of Treasury and Finance through the General Communiqué on Tax Procedure Law, in accordance with the seventh paragraph of Article 17 of the Misdemeanor Law No. 5326 dated 30/3/2005, and presenting them for approval to the General Director; and informing the central units, provincial directorates of migration management, and the Directorate General of Security, Gendarmerie General Command, and Coast Guard Command before the beginning of the year following the year in which the calculation is made,

r) Preparing answers to the parliamentary questions submitted to the Presidency,

s) Carrying out  the works and transactions related to the preparation of expenditure proposals (current and investment) in accordance with the strategic plan-based analytical and performance-based budget system of the central and provincial organization of the Presidency,
